If the Bluetooth dongle and its software is installed, then all you need to do on Windows is to right-click on a file and choose the Bluetooth option from the "Send To" menu.
You can make it faster and avoid confirmation messages, if you pair the devices first (either by initiating the pairing from the PC or the phone) & then on the phone make the PC "trusted" (authorized).
Bluetooth pairing instructions are documented in your phone's User's Guide, I'm sure.
