IMEI and phone numbers relationship

Hi all,
I am just learning in these days what an IMEI code is and so on so, please, be patient....
I read how finding the IMEI if I have physical access to the phone. Is there the possibility to do that just knowing the phone number?
Thank you very much
Forse

The IMEI (International Mobile Equipment Identity) has no relationship to the phone number (also known as the MSISDN, Mobile Station ISDN, Integrated Services Digital Network).

The IMEI is the phone hardware serial number. It is usually printed on the label under the battery. When the phone is on, you can also make the phone display the IMEI by typing *#06#

One additional related acronym is the IMSI, International Mobile Subscriber Indentity, which is the SIM card's (Subscriber Identity Module) serial number.

If IMEI changed (repair), was it the apps (requested IMEI to register) still running?
If the repair shop is unauthorized of NOKIA, the phones still legal?
