Might be easier to locate existing (already available) bible reading/searching apps (I'm sure there are several to choose from).
If you want to do it yourself, the tools and documentation you can find on http://forum.nokia.com/java for Nokia's Java based phones. Note that for file system access you need a phone that supports JSR-75/FileConnection API.
You might also search the net for books about J2ME (Java 2 Micro Edition) programming. E.g., these:
