Email send prob

I think this has come up befor but I could not find it ....
I cannotseem to SEND and email I keep getting "timed out" I have 3 servers logged Lineone freeserve and tiscali None seem to send one I have checked all smtp setting they are fine I have even tryed to go online first still does nt work Online is fine as is recieving emails... anyone help please

I assumes that the ISP is the same as the mail account.

POP can be accessed via any route. But if you want to send, you must connect via the same service provider.

yes I have tried sending from each server and only using the same isp to send mail but just keep timing out
