Embedding ExeStartOnBoot

We need to sign an application which uses ExeStartOnBoot, and which
embeds the sis for ESOB.

Embedded sis files must be signed, but ExeStartOnBoot is made by Symbian
and is not signed, how do we handle this?

We are currently in the process of "being good citizens" ourselves and getting
all our embeddable SIS files Symbian Signed. I will tell the team to put this
one up as a priority.
