Signing related queries?

Also are there any changes in the testing process for signing as far as
Symbian OS v9 goes?

It depends a lot on the apps themselves and the testing house. At least a
week. Think a month.

No, you state a kind of archetypical device on which the program is tested.
It depends on the sis file on which devices it can be installed.
