Is there a special procedure to sign a control panel plug-in?
Some of the tests, which are applicable to the standard applications, are
not applicable to the control panel plug-in.
In example the control panel plug-in can't be closed from the task list (it
is not a stand-alone application).

There is a single generic test procedure which is designed for UI framework
apps. The flexibility required for signing other types of code, e.g. control
panel apps, is gained through getting the (not testable) NT exception or,
where the test house is not sure of how to deal with a particular case,
waivers.
