If we develop modules in an application as .dll,is it required that each
of the library be
signed?
Wouldn't this really have an effect on the total development cost?
What are the signing requirements about the same pre-Symbian OS v9 and for
Symbian OS v9?

sis files are signed, not dll's. You can keep the cost down by using a
single sis file, even in a situation where embedded sis files are a bettre
solution compared to a single sis file.
