Question recording PAC / porting numbers in the UK

This isn't anything to do with Symbian but I thought it wouldn't hurt to ask given that this seems to be an active forum.

I am currently on 02 and my brother is on Vodafone. I would like to move to T-Mobile as I can get half-price Friends & Family line rental through my friend Cat, who works for T-Mobile Retail. However, O2 have offered me an attractive deal for staying with them (though not as attractive as what I can get on T-Mob), so I would like to offer this deal to my brother. If possible, we would both like to keep our numbers, and this is the crux of the issue.

In short, I want to transfer the number from the existing Voda contract to the existing O2 contract, cancel the Voda contract, and transfer the number on the O2 contract to a new T-Mobile contract.

Cat tells me that if my bro asks for a PAC from Voda, then I phone O2 and do the bargaining, quote the Voda PAC and get the upgrade (which will simultaneously cancel the Voda contract) whilst also asking for a PAC to port in to T-Mobile, then I sign the new T-Mobile contract quoting my outgoing O2 PAC, then I should get what I want.

This should mean, according to her, that my O2 contract will be signed at the bargained rate, with the Voda number, with the T-Mobile contract with my old O2 number.

However, I thought that as soon as the Voda number ports first from Voda to O2 the original O2 number is lost so cannot port to T-Mobile, and if the O2 ports to T-Mobile first then the O2 line is disconnected so the port from Voda to O2 will fail.

Is that right, or is Cat right?
