Perhaps you could be more specific in what you mean.

Some operators/service providers in some regions offer video streaming services of televison shows/programs. Whether those applies to you depends on where in the world you are, what your network operator is and which device you have (those services may require special client software, or rely on, e.g., just RealPlayer, or something similar).

Then there are also actual, separate broadcast networks that can also broadcast television content. This requires both the network to be in place, and special hardware on the phone + a broadcaster transmitting something. One such technology is known as DVB-H, which is in trials in many countries. For that you need either a 7710 phone with a special DVB-H receiver module, or an N92 phone which has such a receiver included. Other mobile television broadcasting technologies are ISBT, MediaFLo and DMB and used or trialed to various degrees in different parts of the world (DMB in South Korea, primarily, ISBT in Japan and MediaFlo in the US).

So, specify which "that application" your after, exactly, and say which phone model, which country and who is your operator/service provider (whose SIM card you have), and someone might be able to tell what's possible for you, if anything.
