Hi,
Iam developing an application for Nokia 3250 model . I was not
able to install the test tools FExplorer_english_115.sis and
LowMem_S60_v_1_4_Signed.SIS
for testing. Can anyone let me know the right tools or other
mechanism for symbian-signed test on Nokia 3250.

Don't try to sign. FExplorer doesn't even run on S60 3rd edition.
There is a binary break between Symbian 9 and older Symbian version.

These are both pre SOS 9.x apps; they won't run on S60 3rd ed devices.
You need to get newer 3rd ed versions of these apps. But they haven't
been ported yet. There is Anthony Pranata's file explorer available for
3rd ed device, I haven't used it myself though.
Low Mem is a Symbian tool, check symbiansigned.com if a SOS 9.x version
is available.

At time of writing the Lowmem tool has not yet been ported to v9 - see
TestCriteria 2.10.0, page 14. Therefore the test can be waivered.
I'm not sure what will happen with the file explorer apps. It will certainly
not be possible to get a "see everything" file explorer, because we won't
allow a file explorer to see inside sys/bin, private directories and DRM
protected areas.
