sign app only (need the content ?)

Hello,
I would like to ask, about the sign for the app only.

for example, dictionary. I would like to sign the app only and then
the content only.

my question is, if I signed the app only, should I give the content as
the stuff to test? because if there is no data, the application cannot
be tried because no data exists...

Yes.
For testing the application you will need to provide whatever is needed to
allow it to be tested. You can specify that the file containing the content
is not to be signed/is part of the tests when you submit your application
for testing.
