dose anybody know of any software to create themes for the n70 except nokias one

Try to use new Nokias😉 Carbide.ui S60 Theme Edition 3.1 for Symbian OS you can download it from http://forum.nokia.com.

This actually appears to be usable!!!! I had installed (and quickly uninstalled) the previous Java-based application and found it unworkable ... too slow, tied up resources, etc.
