[S60 3rd] Error Messages:"Required application access not granted"

I have an application which links to dll. This dll uses RSocket:😮pen(). I
add capability NetworkServices(only one capability) in the mmp file of my
exe and dll. However, when I makesis and self-signed the sis. The sis can't
be installed in my device Nokia 3250. The Error messages are "Required
application access not granted". I think NetworkService is in the basic
capability set so that the self-sign should be okay.
Then I get the developer certifcate from Symbian signed for Nokia 3250.
After I makesis and sign with that sis, the problem still persist. I can't
figure it out.

Is there anyone who can help in this case? I really appreciate your help!

It may not be this API which is causing you the problem.

Run diagnostics on emulator to see if you are missing any capabilities, as
shown in: FAQ-1344 How do I Enable Platform Security Diagnostics on the
Symbian OS Emulator?
