You do not need an ACS publisher cert to get a DevCert with PowerMgmt - see
the PDF I pointed you to in previous note - table in page 3.
You will however only be able to get a devcert for this capability locked to
just one IMEI number - if you supply an ACS cert you could get one for 20
IMEIs.
