By using the tools in the Symbian SDKs (Software Develoment Kits), makesis, etc.

Note that you don't generally make .sis files for Java apps (those are put in .jar files, instead).

Easiest it is to do from within supported IDEs (Integrated Development Environments) like CodeWarrior, Carbide.c++ Express, Visual Studio 2003.

And if you're not trying to build an installation package for a Symbian app, but, e.g., an S60 theme, then use S60 Theme Studio to make the .sis file.
