It depends on the phone network operator, some ask their members to replace sim cards every now and then because they're changing the network they use, but sometimes operators use the same network for many years so there's no need to change sim cards either.
Basically, if you're unsure contact the phone network operator to find out.
My parents used the same sim cards for years without ever having any problems, but it turned out if they'd changed sim cards they could have saved a lot of money on calls by switching to a different plan that required new sim cards, so it's worth checking if you're unsure.
