According to Tommi (who happens to work for Nokia), no, the new web browser won't be available for existing devices. Only for 3rd edition FP1 devices.
"All of you asking availability to current S60 3rd ed. devices: the browser team listened your comments sympathetically, but the answer is no. Sorry... The new browser is only available for S60 3rd Edition feature Pack 1 based devices."
