does push to talk on the n70 cost money to use? and what do i have to do to get it working?

Yes, PTT costs, but it is cheaper than the regular voice calls initiated from your phone. In order to get it to work you need to contact your operator to see first if the service is available. If it is, ask for settings and prices.
