Yes, there is and it's called PC Suite 😉 which contains an app Add contact 😮

Sorry for the other post, I was wasted. You can type your contacts from PC in PC Suite with Add Contact option, but only one contact at a time. If you want to import more contacts in the same time, I don't know an application for this.
