When installing themes I get a certificate error whats wrong

you going to menu>setting>app.mgr . options > configuration and change software installation to all.. online certif check off..
I found not all are able to install so.. you change this and can't not install probably no. I'm not guru on this certifcation part but... you will find many other apps won't install too
