Call forwarding via VoIP PBX?

Does anybody know whether the following is possible:

1. Call a "VoIP PBX" (something like the one pbxes.com offers, or maybe a Fritz box?)
2. Have the call forwarded to another number via Voip (e.g. by dialling ##(new number) or something rather)
3. Talk to that new number via this mobile-VoIP combined connection.

This may sound like a strange question, the background is that my carrier offers a few numbers to be called for free. One could then call the number of the PBX for free and route the call via VoIP from there on, which would be much cheaper than the mobile call, and without the hassle of mobile VoIP (which is nice, but depends on WLAN to my knowledge).
