Namely, all you need to do is to download the free SDK - Software Development Kit -, write the tuner app, and compile it. 😉
No other free options that I know of (except tuning it by ear).
Options that cost money:
When someone ports one or the other of the versions for earlier S60 releases to S60 3rd Edition, then you can buy one of those.
You can also get an older phone model immediately, and buy a guitar tuner app that works with those.
Otherwise, I'm afraid, you have to live with more traditional means of tuning your guitar (e.g., by using one of those little electronic tuners).
