See, I live in Brazil, and we got 4 time zones, ranging from gmt -4 to -2. Oddly, on my E61 there's no -3 city, and I am on a GMT -3 part of Brazil (in fact, most of Brazil is, indeed, -3!). If I choose another country which is -3, such as Argentina, will that reflect on any other local settings? Can I add a city that's not on the list?

Something happens with N73, but it was resolved with FW upgrade. Check if you have the last FW inside it. Use NSU tool to check and to do, if is the case, the upgrade process. And the cities, can�t be added.

So, try another time zone, like Argentina as you said. Maybe is the solution.

No. Only Clock and Agenda are related with Time Zone.

My biggest concern was agenda, because only assigning the correct time zone it would show my appointments correctly (as I am sync'ing them with my mac).

Agenda and Clock are time zone related applications. When you are on one time zone, and send to another phone an apointement, for example, then it should be on same time zone then other phone, because if not, You have, said 10h, and the other have 11h, or something like that. That was the case of N73 on first two firmwares.
