The QD doesn't have support for MP3 ringtones. Convert the MP3 to AMR or WAV.
The wallpaper you set using the "Settings" app; see the User Guide chapter of "Device Settings":

bro... mp3 cant set as ringtone....
convert/edit with wavepad software PC...to wave file ya.
imgae.gif , if for animation , ya need to install Power Keylock or Advance lock
but only to set for screen saver...
