Do you wish to write a converter that runs on a phone or one that runs on a PC (Windows or Linux) or a Mac?
If you wish to do it on a PC/Mac, then a generic or specific software development forum for PCs would be a better place (this is for writing phone-based apps for Symbian OS based devices).
