convert audio files as ringtone

What or how do you convert a mp3 or wav files and convert into a ringtone?
What program(s) are needed?

Nothing, really, as the phones (N91 or 3250, assuming you have one of those, because you posted in this forum) can use both MP3 files and WAV files as ringtones without converting them to anything.

It depends on the mobile you have, whether it accepts wav or Mp3. Most of the mobile accepts Mp3 format. Play and record the Mp3 or wav files in any editing and converting software like FlexiMusic Wave Editor. Using "Save As" command save the files in the format of your choice (either as Mp3 or wav files). Then upload the saved file format as ring tones in your mobile

I don't think so. May be you need to extract a slice from it and the convert the slice to the right audio format. ZIDIAN Studio AudioCube may be helpful.
