This may be a totally dumb question, anyway i was just wondering why when i start up my N70 it asks where you live (city), is this a timezone thing?

Yes, but it should appear only once, when you first start your phone (if it is new) or after a soft/hard reset. Select the representative city for your time zone (e.g. the capital of your country)
And if it is, indeed, asked every time you power on the phone, then something is wrong & you should have a Nokia repair/service center take a look at it: http://www.nokia.com/repair

1. How can we rectify, in case, if we gave the wrong input in live (city) information column?
2. Why is it so when we flip down the back cover, the main camera starts automatically, even when the keypad is locked, Is it OK? or Is it an alarm?

1. Go to clock, right panel, settings, and choose another city.
2. This is the way it works. Personally I wouldn't like to unlock the kaypad everytime I want to take a picture.
