There is no such automatic converter (if by your question you meand that you want to convert installation packages for older Symbian versions to Symbian 9).

The original software developer has to rewrite/modify portions of their source code and use new compiler & other tools to create Symbian 9 (S60 3rd Edition or UIQ 3.*) versions of their apps.
