unable to transfer files from phone to PC

hi,
I have purchased a Bluetooth dongle and installed a windcomm Bluetooth software for that. I am able to do a file transfer to my phone from my PC. but not from my phone to PC. Both the devices i.e Phone and the PC are able to pair up but the file transfer from phone to PC is not successfull.THe Phone shows "Unable to Connect". Please guide. My PC OS is win 98 . I have also tried with win xp prof but the same prob is there
