Developing a Provider Black-/Whitelist application

This week, I bought a N73 at 3 in Denmark. Now, I found out, 3 has deactivated the posibillity to manually select the networkprovider by some flag on the SIM.

I wanted this contract with 3 because I live in Sweden and work in Copenhagen and 3 offers the possibility to use the phone in Sweden on 3's network but with danish conditions. On any other swedish network, the expensive roaming costs are used.

Now, the situation is quite fatal as my phone from time to time changes to Sweden 3G (Tele2 Comviq) instead of 3 SE.

I have searched for tools which can black- / whitelist network providers, but have not been able to find any.

Therefore, I was wondering if it possible to self create such a tool.

Is it possible - by any means to create such an application for s60v3? Can anyone help me getting started?

Does any of you have any idea which classes in the Symbian OS can be used for deniing access to certain providers?
