Anyone know what these are and what they are used for??

OV2 is the format used by Tom Tom in its points-of-interest files. There are plenty of OV2 files on the Internet (of variable quality), and applications that will convert other formats to OV2.
OV2 files list locations, their GPS coordinates and other information. Examples include lists of speed cameras, petrol stations and restaurants.
