Apart from having to be a nokia pro member, does anybody know where else i can download the pc connectivity api v3 from, or have a copy that they're willing to send me ?

Nowhere else, legally. So either become a Forum Nokia PRO member, if you don't wish for others to break their contract with Nokia.
Do the Forum Pro members have their own special SDKs or are they just updated sooner as the SDKs of everybody elces?...
Both. Sometimes Forum Nokia PRO has pre-release (alpha, bete) SDKs before they're released on the public side, and some stuff never seems to end up on the public side (like, at least, the Nokia PC Suite Connectivity API v3.0).
But there is still possibility to request the API using paid support request? Or are the Nokia PRO APIs excluded from the list of APIs available even for money?
The S60 API Partnering on Forum Nokia is for S60 (device-side) APIs. To get the latest PC Suite Connectivity API package, you need to join Forum Nokia PRO.
