I want to download the files and apply them with my JAF box but are they available yet? Where I am using Nokia Software Update just isn't an option.

Although there's no official way to get these files, NSU downloads them to a sub-folder of C:\Documents and Settings\username\Local Settings\Application Data\Nokia\..... then deletes them after the flash process is complete. (The folder name begins RM-). When you update (or re-apply) Firmware using NSU, wait until the 113Mb package has been downloaded and the flash process has begun - you can then copy the Flash files folder to another part of your hard drive. You would then be able to use Nokia Phoenix or some other application to flash N95s using the RM- folder.
The only downside is that you only get one Language and one User-data file when you use NSU. The official engineering downloads contained either all APAC or all EURO language and user-data files. If my assumption is that most of us have set our product-code to Euro-1, then I guess we don't mind this limitation as you will receive the generic unbranded Firmware files?

CORRECTION - Nokia appear to have changed the download location. The NSU firmware files are now downloaded to the Internet Explorer Cache folder, and they are no longer deleted from the computer after NSU is finished flashing the handset. This greatly improves speed of re-apply flashing or multiple handset flashing.
Internet Cache Location:
C:\Documents and Settings\yourusername\Local Settings\temporary internet files\
NSU download server:
https://aec.online.nokia.com/dsut/oti/generic_files/ but you cannot download them using a browser, only NSU can download them.
Open the cache folder for IE (after a successfull NSU firmware update) and click on the Internet Address column. Your cache files will now be sorted by download location. Scroll down looking for files downloaded from https://aec.online.nokia.com/... and copy these files to another folder on your computer.
You will end up with a collection of files similar to the list below.

You will have to rename the files before you can use them with Nokia Phoenix or another Firmware flash program. Firstly, remove the prefix Products%2frm-159%2f from each filename. Secondly remove the [1] from the end of the filename. You will end up with a list of files as below.

I looked at the logs for NSU when V11 was released, and it's using SOAP communications protocol (web based interface) and passing the product code to Nokia. The Nokia database then returns a list of files specifically for that product code. I think you would have to run the flash upgrade for every language and network variant you were interested in.
Keep checking with BB5Reaper and you might eventually get the V12 engineer flash files - but don't hold your breath, I found V10 but never managed to get V11 anywhere...
i got my files from jaf support so i have 11 already im pretty sure it easy to find via google
