How can I turn the ringer/vibration on while my phone is plugged in?
I've missed a ton of calls while charging my N95.

It doesn't vibrate when charging, but the ringer doesn't change at all? You could try "BestProfiles" if you leave your phone on silent all the time, this software lets the phone select a different profile when, say, charging.
It is trailware.
