n73 can't change language with nsu

i have a nokia n73 v4.0726.2.1.1 that i want to change to the chinese language software. the phone is rm-132. i already updated the product code to the hk region code of 0539366. whe i go into nsu it tells me that i have the latest version firmware already. but when i check what is the latest firmware for that code it comes up as 4.0727.2.3.1 . how else could i go about upgrading the firmware.
