Is there any way I can get a picture I've taken on the phone to be my wallpaper-and take up the complete screen? I read somewhere else on here about resizing the image... I only have a few options in that area where you move the scroll bar, and that's as big as it can get.

Why not use 'Theme DIY' from Nokia. Use your pic to create a new theme for your phone.
Works great on my N73ME.
