I have had access to three Nokia N95 smartphones, all with the latest firmwares O2 and Orange are supplying (meaning Assisted GPS is supported).
Neither the 'GPS data' or 'Maps' applications ever connect to the GPS, even though 3-5 satellites are found.
I always try it outside (and have been in various places) and wait around five minutes.

So that's your answer.
If you don't have data connection enabled/active , your phone can't connect to Assistance Server so you don't have A-Gps even if your firmware supports it.
And then GPS on N95 can be really slow, especially first time.
If you don't want to enable A-Gps (I would! <20sec fix every single time! My Sirf Star III BT receiver is much much slower than that!),
then I'd suggest just leave the phone open, facing the sky in a parked car on a dashboard for example,
for as long as necessary to obtain a first fix.
It will get better next time.
Make sure to disable the A-Gps in settings if you don't want it, AFAIR it's ON by default, and maybe that makes it even slower to fix when it's unsuccesfully trying to connect to a server.

Nope, if ur using just internal GPS, then its free,
but if your using A-GPS, then it will cost u a very small amount everytime
Both work fine, but A-GPS is a LOT quicker.

I take it you are looking at the progress of the lock by looking at Options > View > Satellite info in the Maps application.
Normally it wouldn't take as long to lock, even from cold. I sometimes wonder if it might lock quicker if you didn't hold it but rested it against something at 45 degrees.
My N95 always locks quickly when in a car mount, even if the car is moving.

Thanks for the advise; I also have the same phone on vodafone. It used to take 3 mins to get a signal with A-GPS and Network based methods. Now its almost instant, even inside at a 45' angle.
