Same way as you'd resize any type of image. With animations I'd say Fireworks is the best prog to use, coz it works as an editor AND an animator, so you can simply open the animation, resize it, then export as animated gif.
With other progs you might have to resize rach frame individually then compile a new animation in your animation program
