I've noticed it on both my N95-1 and N95 8gb, both unbranded, through several firmware versions.
Have tried toggling between the ON/OFF option seemingly to no effect.
If memory serves when you highlight a folder or icon it animates them, like turn to face front of the screen. Its only minor movement though.

Yes, that's right.

From Google, I've only found guesses. People generally seem to think that it might be something from FP2 rolled back in to FP1 to allow transitions (or some other theme feature), but it will require a theme with these effects embedded in it.

i don't see icon animation when i press options in the menu. I was looking at a Nokia 6220 Classic yesterday and when you turn off theme efftects on that, it turns off the menu transitions.
Theme effects has been present on my n95 8gb since i got it, on every firmware version but has done nothing. maybe it was just put there in antisipation of future use?! Who knows?...Anyone?
I wonder if there are any themes out there with menu transitions or animated icons.
