Is there a program that lets one cut a section of an mp3 and use as a ringtone? cheers

You can do that easilly in iTunes.
Select the mp3, and ask the info of the track. ( right mouseclick ) There you can select the start and end time for the track. Once you have done that, go to the menu, advanced, and select "convert selection to MP3" or "convert selection to AAC".
