N95 V20 SMS outbound Abroad Fails

Rather strange this one. Until I got a new sim card from Omnitel in Lithuania I had no problems sending SMSs to other countries. I can call other countries and I can send SMSs to other phones in Lithuania. I first contacted the operator and they ran a test, OK! they said that the problem was the phone. They sent me a config mail too but to no avail. I have tried my sim in other phones here and there have been no problems. I have tried other peoples SIMs which worked in their phones but in mine it is always the same,local SMSs are OK but when I try to send an SMS abroad the first message I get back is Failed and then for more details it says "can't send text message".
Any Ideas peeps

You sure your using the correct country code in the send to number?
Like +447806312482 (for uk)

confirm that the sims that do work are sending to the same message centre number as yours that fails too.

The salient point is the "+", I had 00 and it appears that on 3g networks sms only works with "+" , there was no problem with voice however.
