I did a quick search of the net and it looks like you will most likely have to reformat.
One thing you might try is plug the phone USB cable into your computer and see if that might change the mode or boot process to where you can maybe access the files with Nokia PC Suite.
One question...did you load a suspect program that might have harbored a Symbian virus? What was the last thing you did with the phone before it started doing this?
It's also possible that a Nokia service center may be able to use a diagnostic plug-in device to break through the reboot cycles and access the phone.
