when do symbian signed gmt office hours end since i read the conditions and it says it is possible to get certificate when hours are finished

You have to contact symbian signed during their normal office hours. (they are on GMT) You will also need a publisher ID before you can generate certificates.
I think you misinterpreted what they are saying on their site.
