O2 limiting 3G and HSDPA to 128kbps?!

just did the 1mb file on dslreports/mspeed.

got

629kbit/sec

0.668s latency
13.661 d/l time

3.5g was in the top corner at all times.

does this mean im not capped?
although when browsing using02 mobile web it is pretty damn slow compared to wireless. i guess thats expected , but what kinda speekd is 3.5g capable of getting??

I've had around 1,200 kbit/sec, thats on a full 3.5G signal. Im not sure what the maximum is/should be but it seems sufficient to stream etc...

I guess it just depends on the 3G signal in your area, i'm quite lucky being just outside London.
