is there a program that detects old app files so that you can safely delete them after uninstalling an app, there are usually some bits left behind, thought appman was the answer, but alas no. If doing manually how would you decide which files to delete ?

In theory anything left in the directory...

and any sub-directories of this can be safely deleted.
