Nokia PC Suite 7.0.9.2 is available for download here:-

I don't know what the changes are at present.

I am running 7.0.8.2 and when I try to upgradde via that it claims the 'current web version' remains at 7.0.8.2. Is this a beta?

No, it's not a Beta version. Just go to the link I posted. Don't think it's universally available yet.
