I as searching the net to see whats up with BBC I player..I came across something that it says: ITS RESTRICTED ONLY TO UK PUBLIC SINCE ITS FUNDED BY UK PUBLICK.....

That is correct, in the UK every household which has a TV has to buy a TV license each year (�130ish). This pays for all BBC TV and radio (and there are no ads).
So I guess it makes sense not to allow people outside of the UK to use it for free.
