nokia n81 8gb not updating at all

My Nokia N81 8gb is not updating at all , it is stuck at version 11.0.0.45. Nokia Software update just tells me that it is up to date but i know there is a 20. something version out there.

I got the phone from Qatar unlocked, unbranded. And i'm using it in Toronto, Canada on the Fido Network.

I need some help plz.

as far as i can tell, the update was removed as it was unstable.
