Do you mean MSN Windows Live chat, which Fring offers to other Fring users.
You can also download Windows Live for your phone by going to Applications > Download > Applications > Social Networks > Windows Live.

There is a Download! (or similar in your language) icon on your phone, use it to discover new software like the free Windows Live client.
